"G20 urged to cap deficits, surpluses at 4% of GDP"

The United States and South Korea jointly proposed Friday that the Group of 20 leading economies cap their current account surpluses or deficits at 4 percent of gross domestic product as part of efforts to rebalance the global economy, Finance Minister Yoshihiko Noda said.

The proposal, apparently meant to stifle the spreading currency devaluation war, would require both developed and emerging nations to bring the imbalances below the target by 2015. It could be force China, being at the center of the currency dispute and one of the G20 members with huge external surpluses that breach the envisaged goals, to come under multilateral cooperation.

韓国で開催されているG20財務相・中央銀行総裁会議の記事で、「アメリカが通貨切り下げ競争を収束させるための方法として、経常収支の黒字、または、赤字を 国内総生産GDP) の4%以内に押さえるという提案をした」という内容です。

この提案は、この記事でも述べられていますが、巨額の国際収支の黒字(huge external surpluses)を持っている中国に対して 圧力をかける狙いがあり、中国の通貨“元” 切り上げを促していると思われます。

国内総生産GDP) とは、経済省のホームページの説明によりますと 「国内で、1年間に新しく生み出された 生産物やサービスの金額の総和」 (the total market values of goods and services produced during a year) となっています。
