"How to Bail Out General Motors"
So it's come to this: General Motors, once the world's mightiest industrial enterprise, is now flirting with bankruptcy. Ford and Chrysler may not be far behind. Car and truck sales have collapsed. GM is rapidly exhausting its cash reserves and may soon be unable to pay its bills.
Here's the dilemma: GM and other U.S. automakers ought to be rescued to minimize damage to the economy, but the rescue should require tough conditions that neither the Democratic Congress nor the incoming Obama administration seems willing to support.

“administration” という単語は、OXFORD Advanced Learner's Dictionary によりますと、「the period of office of the leader of a country, esp of the President of the USA ＝ 国のリーダー、特に、アメリカ大統領の統治期間」 となっています。
日本語では、「政権」 と訳され、“Obama administration” とは、 「オバマ政権」のことになります。日本の英字新聞では、日本の首相の場合にもこの単語を使い、 「麻生政権」を “Taro Aso administration” と訳しています。
上の記事の内容は、かつて世界一の製造会社であったゼネラルモーターズを破産から救済する場合は、 彼らに厳しい条件（tough conditions） を要求するべきでは、 議会もこれからやって来るオバマ政権も、それに乗り気ではないが、という内容です。
