"Japan sets out pandemic exit strategy after state of emergency extended"
The government on Sep. 9 announced a pandemic exit strategy that will ease restrictions on travel, dining and public events for vaccinated people in a bit to reignite the economy, restore public morale and incentivize inoculations.
The plan will reportedly begin on an experimental basis as early as October and then become fully operational in November, Prime Minister Yoshihide Suga has said that by November vaccines will have been administered to all people who wish to receive a shot.

世界的に蔓延している新型コロナウイルスのワクチン接種が進んで、新規陽性者が減少傾向にある中で、日本政府が、緊急事態の出口戦略（exit strategy）を発表したという記事です。
その内容は、経済を再活性、国民の意欲回復、接種奨励を目的として、ワクチン接種済の国民を対象に、旅行、食事、公共イベントの制限を緩和するものです。
この計画は、伝えられる所によると、早ければ、10月初めから実験に基づいて始められます。菅首相は、希望する全ての国民には、11月末までに、接種を実施すると述べたということです。
